With regard to the suggestion thrown out by her Mitchell of proposing to the Peninsular and Oriental Steam Navigation Company to revert to the former practice of sending the Yokohama mails via Shanghai and through the inland Sea of Japan, thus serving the ports of Hiogo, Kobe, Osaka, and Nagasaki, Sir Richard desired to state that the Postmaster General does not concur in the expediency of making such a change, even if it were likely to be acceptable to the Peninsular and Oriental Company; and that he cannot adopt this suggestion.
